Find the NOC number issued by the Gwadar Development Authority at the official G.D.A. website: http://gda.gov.pk/pages/gdaoffers.html to verify the N.O.C. number.

However, be vigilant to watch for N.O.C. numbers marked with “B”, as they represent building schemes outside the recognised GDA Master Plan and these private schemes have no realistic completion dates before 2020 at the earliest. The G.D.A has an undertaking from external (B) schemes that external (3rd party contractors) are responsible for the development of their own infrastructure including roads, sewerage, electricity and water supply.

It is up to you to decided that you are buying a plot for your grandchildren or for you.

Understanding The Gwadar Master Plan.

Every square in the G.D.A Master Plan is equal to one sq. kilo meter. Those exclusive private schemes within 2km (2 blocks) of Jinnah Avenue and Baluchistan Broadway are being earmarked for immediate development. Therefore the prices of plots surrounding this intial develoment phases are expected to increase between 100% to 1000% by 2010.

Developments within Master Plan but out side the two kilometer range of Jinnah Avenue and Baluchistan Broadway may have to wait for 5 to 10 years before seeing major development and therefore major returns on investment. We would consider these as long term investments.

For the savvy investor please note that there are two Coastal Highways in the G.D.A Master Plan. One is attached with the boundary of Master Plan which is the Coastal Highway that runs from the Iran Boarder to Gwadar, Pasni, through Ormara to Karachi. This is boarder line of Gwadar.

The Other is Makran Coastal Highway that begins at TEE More, (attached with Railway Station – Sea Port) and joins the Baluchistan Broadway from TEE MOR and is also attached with Jinnah Avenue from TEE MOR and ends at ZERO Point (Coastal Highway attached with Boarder line way for Iran Boarder).

Our opinion is if you are willing to invest in Gwadar. A safe choice would be to invest in land around the Jinnah Avenue / Baluchistan Broadway developments of the G.D.A. Master Plan for maximum returns. The development of a fully operative port is near completion and with a new airport, railway station, sports complex and a Center Place – investing in Gwadar has never been so attractive.

PSA Gwadar International Terminals Starts Commercial Operations

PSA Gwadar International Terminals Starts Commercial Operations On 15 March 2008, PSA Gwadar International Terminals in Pakistan received its first commercial cargo vessel and that signified its readiness to service more general cargo and container vessels at its deep-water berths. The inaugural call was made by Pos Glory carrying 64,000 metric tons of wheat and drawing a draft of 12.5 metres. Upon the successful completion of discharge of the wheat cargo, the vessel departed safely and speedily on 24 Mar 2008.
The 40,000-GRT Pos Glory is the biggest bulk vessel to berth alongside a Pakistani port to-date. More than 60 trucks and about 1,000 workers (including 200 workers fromGwadar) were deployed in the terminal over three shifts to unload the cargo and turnaround the ship in the shortest possible time. Following the discharge of the cargo from the vessel Pos Glory, the port city of Gwadar experienced a surge in trucking activity as more than 2000 trucks were deployed to transport the wheat cargo from PSA Gwadar International Terminals to various cities in Pakistan. Related businesses, such as the supply of diesel, food and shuttle transport also benefited from this cargo handling operation.
“We are grateful to be given the opportunity to make a positive contribution to the City of Gwadar through the management and operation of its port. The arrival of Pos Glory at PSA Gwadar International Terminals marks a significant milestone in the Port’s successful startup after months of preparation, training and transfer of port operating knowledge and technical expertise from PSA to a team of dedicated local management and staff. Two container quayside gantry cranes have also been brought in early to bolster the Terminal’s container handling capability and we are now ready to service both general cargo and container vessels at the terminal,” said Mr David Yang, Chief Executive Officer for Middle East and South Asia Region, PSA International Pte Ltd.
Mr Ai Jian, Captain of Pos Glory, said, “I am honored to steer the first commercial cargo ship to berth at PSA Gwadar International Terminals. It is my first visit to a Pakistani port and I am impressed with the well-equipped terminal and the comprehensive security arrangements put in place. These measures provide my crew and me with a high level of comfort and assurance. I am confident that PSA Gwadar International Terminals will become one of the key ports in the region and I wish PSA Gwadar International Terminals every success.”
Since taking over the PSA Gwadar International Terminals, PSA International has sent its experienced management team and engineers to organize and start up operations. Improvement to processes and installation of new equipment have been made, including 2 container quay cranes which would be commissioned by end of March 2008.

The start of operations of PSA Gwadar International Terminals represents a great step forward for the City of Gwadar whose residents find new employment opportunities at the Port. The locals employed to-date by the terminal received extensive technical and management training and some of them will be provided with further training overseas at the Port of Singapore.
Importers and exporters currently shipping goods through the ports in Karachi have expressed strong interest in using Gwadar Port for their imports and exports. Container liners are also making changes to their routing arrangements so that their vessels will call at PSA Gwadar International Terminals in the future. The commitment by the Gwadar Port Authority, the Provincial Government and the Federal Government on
infrastructural improvements in Gwadar will help to hasten the development of Gwadar Port into a premier port of the region.

ISLAMABAD: The federal government has exempted income derived from E.P Zone, PSA Gwadar International Terminal Limited and Gwadar Marine Services Limited from income tax for a period of 20 years.

In this regard, the Federal Board of Revenue (FBR) has issued S.R.O. 755(I)/2007 amending Second Schedule of the Income Tax Ordinance, 2001 Ordinance by inserting after clause (126), the following new clause namely, “(126A) income derived by – (a) Gwadar E.P Zone (b) PSA Gwadar International Terminal Limited; and (c) Gwadar Marine Services Limited, from Gwadar Port operations for a period of twenty years beginning from the year in which the company is set up or commercial operation is commenced, which ever is the later”.

The Gwadar port operators would develop Gwadar E.P Zone for local as well as overseas investors mainly for export oriented industries to increase exports from Pakistan. This initiative of the government would not only attract sizeable foreign investment but would also provide job opportunities to the people of the province of Balochistan as well other parts of the country.

The establishment of PSA Gwadar International Terminal Limited and Gwadar Marine Services Limited with exemption from income tax for 20 years would help the government to attract reputable international investors to invest in Pakistan and manage the operations of this important port of the region.

When we say short term investment then one must think year 2010 to 2012 time period for it, because if one do the investment with the thinking that he will get return in days or month then may be he get loss, one can get but may be not. Real estate in Gwadar — a fortune or waste? Since the idea of developing a deep-sea port at Gwadar surfaced, people from across the country and even abroad started to hallucinate goldmines in place of deserted landscapes in this coastal town of restive Balochistan. The time was right and property dealers – not public – have cashed in on the opportunity. Where the excessive projection of Gwadar as a future counterweight to the resort city of Dubai played its part in attracting people, it were the future prospects of a duty-free port that is mostly being used by estate agents. “The day Gwadar port starts functioning, prices of land (in Gwadar) will increase by 40-50 per cent,” was how a dealer of one of those estate agencies, which have sprouted up in the last two to three years, convinced people into buying corner side or road-facing plots. These property dealers are not interested in telling their customers about the sources of water, power and gas for the schemes they offer and if someone argues, they ease the apprehension fabricating different stories. An estate agent earnestly told this scribe that water will come from Mirani Dam, which actually is designed to irrigate agricultural land alongside Dasht River. Property dealers do not disclose that Gwadar Development Authority (GDA) has bound builders to install desalination plants with their respective projects. GDA has decided in principle that water needs of the city will be fulfilled through desalinated seawater. Work on a proposed desalination plant, being set up by GDA, is yet to start. The colourful catalogues of numerous residential and commercial schemes carry little or no reference to desalination. Similarly, there is no clear explanation on how the future electricity needs of the city would be fulfilled. Even without any development, the prices of empty landscapes vary from plot to plot. For instance, a plot facing a ‘proposed garden’ costs 5 to 10 per cent extra. Similarly, if a 400 sq yd piece of land on commercial scheme is facing a 220 feet wide road, it will cost 10 per cent more than the regular price while the one looking onto the coastal highway is costlier by 20 per cent. Excluding the roads and highways to be built by the government, private sector is yet to start work on infrastructure in a big way, making the speculative investment all the more risky. Interestingly, only a few schemes, out of total 79 given NOCs by GDA, are selling developed housing units with facilities while the rest are selling vacant plots. But, Ather Mahmood, Managing Director of a housing company, defended the excessive projection of Gwadar’s real estate saying it took seven to eight years for some of the most sought-after residential areas in the country to develop whereas the first scheme in Gwadar is almost complete in just two-three years. He said GDA takes an undertaking from the builders to install desalination plants and captive power plants before issuing NOC. The builders and developers also have to pledge 30 per cent of the property to GDA, which Ather believes will ensure completion of all the projects. “Real estate prices have increased during the last few years. So, who would not want to earn a little more from the 30 per cent property.” Playing down the threat of insurgency and riots, Amir Samsaam, a property dealer, acknowledged that it is important to investigate why builders are not carrying out physical development of their projects being aggressively marketed?
