			<content:encoded><![CDATA[<p><strong>Gwadar EPZ industries get 10-year tax exemption:</strong></p>
<p><em>* Industrial units in EPZ allowed to sell  50 percent of their produce locally</em>:<br />
ISLAMABAD: The Federal Board of Revenue (FBR) on Saturday notified a tax exemption on profits and gains of any industrial unit in the Gwadar Export Processing Zone (EPZ) for a period of 10 years.</p>
<p>The exemption will commence from the time the industrial unit is set up or begins commercial operations.</p>
<p>The FBR also notified that industrial units established in the Gwadar EPZ would be allowed to sell 50 percent of their produce in the local market, compared to 20 percent previously.</p>
<p>The remaining produce can be exported as per the producer’s preference.</p>
<p>Earlier, the industrial units located in the Gwadar EPZ needed to export 80 percent of their production for availing tax exemptions and incentives.</p>
<p>The FBR issued SRO 606(I)/2009, which amended the Second Schedule of the Income Tax Ordinance and added a new clause, 126-D, after clause 126-C.</p>
<p>The FBR also issued a notification SRO 612 (I)/2009 that amended the Customs Rules.</p>
<p>According to newly-added clause IV, the licensee may procure duty-paid input goods manufactured locally in addition to duty-free input goods for the production of finished products.</p>
<p>If duty drawback and rebate of federal excise duty are admissible on exports of such finished products on the basis of standard duty drawback and rebate notification, the value for claiming duty drawbacks and rebates would be the products’ value less the value of the duty-free input goods.</p>

<p>Gwadar project has a very significant role not only for  						Pakistan but also for the whole region. Pakistan’s  						unique geography and geo political factors in the region  						have made it one of kind opportunity for Pakistan. Solid  						commitments by Chinese and Pakistani government with  						concrete steps on ground, growing interest by Gulf  						countries and Investors around the globe are indicators  						of the bright future of Gwadar.</p>
<p>Investment in any Project in E.P.Zone   						Gwadar is an investment with a 20 years Tax Holiday facilities and  trustworthy, reputed  						company committed to excellence and confidence and in a  						location which is already focus of the world.</p>
<p><strong> Which  						are the countries directly benefited by Gwadar?</strong></p>
<p>Because of unique geography, Gwadar virtually benefits  						all countries in the region. In today’s increasingly  						interdependent world it would not be wrong that  						indirectly it benefits the whole world. However, some of  						the important countries directly benefited by Gwadar  						beside Pakistan and China are as following:</p>
<p>a.      						Tajikistan. A land locked country that will get  						access to international waters for its Oil and Gas  						exports and other imports.</p>
<p>b.      						Uzbekistan. Again a land locked country, greatly  						benefited by Gwadar.</p>
<p>c.      						Turkmenistan. Same as above.</p>
<p>d.      						Afghanistan. Afghanistan has been historically  						dependent upon Pakistan for its sea routes. Present  						reconstruction efforts need more and more materials, but  						the existing port facilities already under pressures  						from Pakistan’s needs find it difficult to manage.  						Besides, through Gwadar the access to international  						waters would be further reduced to great advantage of  						Afghan reconstruction.</p>
<p><strong><span style="font-size:14pt;font-family:Verdana;"><span style="font-size:medium;"><span style="font-family:Verdana;">What  						is Chinese Interest in Gwadar?</span></span></span></strong></p>
<p>China has a great strategic interest in  						Gwadar. Following are the important ones:-</p>
<p>a.      						China is heavily dependent upon the oil from the  						gulf, at present this oil passes via a very long route,  						through the straight of Malacca under US influence.  						After this oil has reached the Shanghai or the Chinese  						East Cost, it has to be transported thousands of miles  						in land to West of China. By using Gwadar port and than  						Karakoram Highway (KKH) its much safer, cheaper and  						shorter route to west of china.</p>
<p>b.      						Middle East is very important region in the world  						because of its Oil Reserves and large markets. China has  						a natural dependence on this but does not have means to  						influence it. Government of Pakistan has already  						committed to providing a Navel Base to China in Gwadar.  						This will not only help secure the Gwadar but also take  						the Pakistan China Friendship to new heights.</p>
<p>c.      						Chinese Goods will find an easier, shorter and  						secure route to Middle East increasing profitability and  						increasing trade.</p>
<p>d.      						China will greatly benefit from the industrial  						zone by setting up industries close to the markets.</p>
<p><strong>Chinese Commitments:</strong></p>
<p>It  						is important to understand the Chinese commitments which  						are indicative of importance that china attaches to  						Gwadar. China has very strongly committed to Gwadar  						project, because of her interests. Following are the  						major inputs from the China:-</p>
<p>a.      						China has been instrumental in design of the  						project.</p>
<p>b.      						China is providing approximately 80% of the cost  						of Port in shape of grants and soft loans.</p>
<p>c.      						Over 500 Chinese workers have worked on the  						project on 24 hour basis to complete the port setup.  						There are still a large number of Chinese workers and  						engineers working on the project.</p>
<p>d.      						China has further committed to provide money and  						resources as and when needed.</p>
<p>e.      						China is setting up a Dry Port at the Pak China  						border to take advantage of shorter route to sea through  						Gwadar.</p>
<p>f.       						China has paid US$ 360 million to Pakistan for  						expansion and up gradation to all weather traficability  						of Karakoram Highway linking Pakistan with China. The  						contract has been awarded to Frontier Works  						Organization, who has also started the project.</p>
<p>g.      						Feasibility and engineering studies to connect  						China with Gwadar through pipeline and railway track has  						already begun. This railway track also has the  						significance of being an engineering marvel of the  						world.</p>
<p><strong> What  						is International Significance of Gwadar?</strong></p>
<p>Another angle to look at Gwadar is its significance and  						effect to rest of the world. Following are the major  						developments in this regard.</p>
<p>a.     						India is threatened by Gwadar as this new port  						and associated developments will help increase the  						influence and significance of Pakistan. This development  						also brings Pakistan and China more close. A stronger  						Pakistan with higher stature in the international world  						is not welcome to India. India is also weary of  						increased dependence of CAR’s, Afghanistan and China on  						Pakistan, with obvious benefits to Pakistan. Pakistan  						will become an important player in the region through  						Gwadar and India is troubled by the very thought.</p>
<p>b.    						This is the best and most advanced port in the  						whole region, it is therefore getting heat from many  						corners. In reality this is going to be to the benefit  						of every one. Shorter and more economical route to CAR’s  						and Afghanistan is especially going to be beneficial to  						India who eagerly looks to increasing trade with them.</p>
<p>c.     Turkmenistan is a country blessed with natural  						gas and oil. But being land locked, it can’t benefit  						from them. Trans Afghan Gas Pipeline (TAP) from  						Turkmenistan to Gwadar, the long dormant project that  						hopes to pump Turkmen natural gas to markets in south  						Asia is finally ready to step off the drawing board.  						This project is being developed by CENTGAS.</p>
<p>d. Kazakhstan is also a country with lot of Oil but  						no means to access the international market. A pipeline  						is also planned to transport this oil to Gwadar and than  						rest of the world.</p>
<p>e.      						Many more companies in the world from various  						countries would be setting up their businesses to take  						the advantage of State of the art world class port the  						best in the region, with cheap labor and close proximity  						to the huge Middle East market.</p>
<p>f.       						Due to good geography and unscathed sand beaches,  						tourism and recreation resorts have good potential and  						large multinational companies are taking up locations  						for the purpose.</p>
<p>g.      						Far from just an academic point of view, recent  						interest of various international companies to include  						Shell for setting up mega oil refinery in the area, and  						deep interest of UAE business groups in Gwadar are  						important landmarks in this light. UAE alone is  						committed to investing $30 Bn, with further  						understanding of $60 Bn more. They have plans to build  						Hotels Resorts and Recreation centers in Gwadar. Its not  						long when other Arab Countries, overloaded with high  						returns from the record oil prices also expose their  						plans in the area.</p>
<p><strong> The  						Baluch Nationalism Threat Myth.</strong></p>
<p>As  						mentioned before, a project of such huge international  						significance and advantage to Pakistan just could not go  						without its enemies playing a role to downplay this mega  						project and pessimists airing their voices. A strong  						prosperous and important Pakistan is a hope for all well  						wishers and Muslims alike, and exactly this is what is  						dreaded by those who don’t want a Muslim country so  						strong. They in order to undermine Pakistan are  						creating, supporting and propagating disinformation  						about the so called Baluch Nationalism. Following are  						some of the facts to be considered in this regard.</p>
<p>a.      						Govt. of Pakistan has launched a development  						budget of Rs. 125 Bn for Baluchistan, other than Gwadar.  						This unprecedented commitment from government has  						spurred the development in province to new height.</p>
<p>b.      						There are total of 27 Districts in Baluchistan of  						which there is only one district where there is some  						trouble. No other district has any sign.</p>
<p>c.      						Even in this district there are 14 tribes and  						only one tribe has a problem. This tribe further has  						more than two factions of which only one has trouble.</p>
<p>d.      						This district is closer to Lahore than Gwadar.  						How can it affect Gwadar more than Lahore?</p>
<p>e.      						A Baluch in the area who once tended sheep and  						had hard time making two ends meet, is now driving a  						four wheel drive. Local feuds have stronger economic  						interests with the investors and are therefore quite  						opposed to any disturbance.</p>
<p>f.       						Most recently people of Gwadar rallied to  						demonstrate their support and gratitude to government of  						Pakistan for mega projects in Baluchistan. They also  						took an opportunity to air their disapproval of the  						miscreants playing in Indian hands. Wide coverage of  						this in local press and large turnout speak volumes  						about this.</p>
<p>g.      						Common people in Baluchistan are greatly  						benefited by this project, providing them with new  						employment and business opportunities.</p>
<p>h.      						A military cantonment is being set up in Gwadar  						to safeguard countries interests. A Battalion of  						Pakistan Army has already been stationed with more  						troops in follow up.</p>
<p><span style="font-size:medium;"><strong><span style="font-family:Verdana;">Major  						Developments at Gwadar</span></strong></span></p>

<p><strong>Export Processing Zones in Pakistan</strong></p>
<p>The<span class="style3"><span style="color:#990000;"> Export Processing Zones Authority (EPZA)</span></span> was established in 1980 by the Government with the mandate to plan, develop, manage and operate export processing zones in Pakistan. The Authority is an autonomous body and functions under the Ministry of Industries, Production &amp; Special Initiatives and is administered by a Board of Directors headed by a Chairman. The Authority has since been pursuing an extensive industrial programme for setting up EP Zones in the country.</p>
<p>Gwadar is the new EPZ location which is being developed near the newly constructed Gwadar Port.</p>
<p>ISLAMABAD: Federal Minister for Industries and Production Mian Manzoor Ahmed Wattoo Sunday said that Gwadar Port would be converted into Export Processing Zone.</p>
<p>Chairing a high-level meeting on development of Gwadar Port, the minister said recommendations of the cabinet committee would shortly be sent to Prime Minister Syed Yousuf Raza Gilani and Economic Coordination Committee for approval of the development projects for Gwadar and Balochistan.</p>
<p>Chief Minister of Balochistan Nawab Aslam Raeesani, FederalSecretary Industries Shahab Khawaja, Additional Chief Secretary Balochistan, Chairman Export Processing Zone and senior officers of Gwadar Port also attended the meeting.</p>
<p>Mian Manzoor Ahmed Wattoo said that Gwadar Port would be the biggest port of the country where heavy ships will also be entertained.</p>
<p>He said this port will also be used for the import and export activities of Middle East, China and UAE while it will also be used for trans shipment of goods for various countries.</p>
<p>He further said that according to Gwadar Master Plan, the area of the port is 90,000 acres.</p>
<p>He said President Asif Ali Zardari and Prime Minister Syed Yousuf Raza Gilani and federal government are preparing various development plans for the betterment of people of Balochistan.</p>
<p>Wattoo said in future, the Gwadar Port would be one of the best ports of the world in future.</p>

The China Chamber of Petroleum Industry (CCPI) and All China Federation of Industry and Commerce (ACFIC) conveyed to Pakistani authorities during a recent visit that the Chinese petroleum industry is keen to invest in Pakistan”s energy sector, the official said.</p>

<p>ISLAMABAD: A mega oil city at Gwadar port, which is the most strategic project with an investment of $40 billion.<br />
The government wants to establish at the Gwadar port the biggest crude and refined oil storage base in the region, for which it had allotted 12,500 acres of land. It had announced that the required land be made available on lease at nominal rates to interested parties for setting up refineries or making investment in oil logistics and storage facilities.</p>
<p>Under the plan, the official said, the project would be executed in two phases. In Phase-1, a petrochemical city will be set up with an initial investment of $12.5 billion. In this city, a big refinery, along with petrochemical, oil logistics and storage complexes will be set up.</p>
<p>In the first three years, the refinery will be able to refine 10.5 million tonnes of oil annually. This capacity will be increased up to 21 million tonnes in seven to nine years.</p>
<p>The official said Chinese Petroleum Chamber would come up with a $12.5 billion investment plan for the project.</p>
<p>On behalf of China, Great United Petroleum Holdings Company Limited (GUPC) is working on the feasibility study of the petrochemical city project.</p>
<p>The official said GUPC would first conduct the feasibility study and preparation work for the project and then both countries would enter into a formal agreement for materialising the petrochemical city project.</p>
<p>The official said GUPC would also build 1,000-2,000 service stations in Pakistan as service terminals for the petrochemical city.</p>

<p>The ACFIC and CCPI indicated that both the public and private sectors should cooperate in energy projects in Pakistan, with the Chinese private sector in particular seeing a lot of opportunities here, the official said.This cooperation will not be restricted to building an oil pipeline to set up an energy corridor to Gwadar, but also in shifting energy related industry to Pakistan.</p>
<p>However, the government will need to provide strong support to lay down a framework for a safe financial, investment and security environment in Balochistan to attract this investment, the official said.</p>
<p>He said the Chinese petroleum industry sees four potentially fruitful projects. Firstly, an oil pipeline linking Gwadar to Xinjiang in China to set up an energy corridor. The economic viability of such a project is yet to be worked out. Secondly, the development of Gwadar Port Energy Zone, where the Chinese could set up an oil refinery with a capacity of 21 million tonnes.</p>
<p>China has been preparing a similar project along the Yangtze River in collaboration with Saudi Arabia for the last two years, but has now indicated it could shift the project to Pakistan, the official said. Other countries besides China will also be invited to invest in the project.</p>
<p>Thirdly, the Gwadar energy zone could accommodate other energy sector industries. The Chinese business groups said that China has excess capacity in the petroleum services industry and planned to move the excess capacity to Dubai, but was now considering shifting it to Gwadar, the official added. According to their initial estimates, the Gwadar Port Energy Zone could attract investment of up to $13 billion.</p>
<p>Fourthly, the Chinese petroleum industry also indicated an interest in oil and gas exploration projects in Pakistan, the official said. The Chinese business groups had proposed that a Pak-China energy and trade cooperation promotion association be established for such projects.</p>
<p>The association would include members from the oil and gas sector and other industries in the power sector. They had also suggested that a Pak-China joint investment company be set up to finance these projects, the official said.<br />

Many projects have been approved in residential, industrial and commercial areas within the master plan of Gwadar, Owners and promotors of Gwadar Private Schemes that the Port will be operative in march 2007, But till yet the port is still not activiated.</span></p>
<p class="MsoNormal" style="text-align:justify;"><span style="font-size:11pt;font-family:Verdana;">Government Promises that the Economic and Industrial  Activities will be boost till december 2008 but it has been found that no serious steps have been taken,</span></p>

Till yet the infrastructure by government is still missing. While Pressure is building from Gawadar Development Authority to complete development work in schemes but the private schemes </span><span style="font-size:11pt;font-family:Verdana;">which has not yet been started on ground even the expiration of development period announced by the government and allowed by the GDA in government &amp; private sectors. In these housing, industrial &amp; commercial projects billions of rupees have been invested from all over the Pakistan and abroad by the people who were trapped through attractive </span><span style="font-size:11pt;font-family:Verdana;text-decoration:underline;">slogans.</span></p>
